F/S Urging The New Mexico Public Regulation Commission (PRC) To Encourage The Participation Of All Stakeholders In Rate Proceeding Negotiations (Winter)

URGING THE NEW MEXICO PUBLIC REGULATION COMMISSION (PRC) TO ENCOURAGE THE PARTICIPATION OF ALL STAKEHOLDERS IN RATE PROCEEDING NEGOTIATIONS.
WHEREAS, in June 2010 PNM requested a $165 million annual rate increase for New Mexico retail electric customers; and
WHEREAS, this request would have increased rates slightly over 20% on average for all New Mexico customers; and
WHEREAS, the PRC granted base rate and fuel increases in 2008, 2009 and 2010 for a total of 44.5% over the past three years; and
WHEREAS, beyond the noted base rate increase, it is expected that PNM will seek other increases through its fuel, energy efficiency and renewable riders over the next two year period; and
WHEREAS, PNM has entered into a Stipulation with various parties to the rate case. The Stipulation will moderate the proposed base rate increase to about 10.8% over a three year period; and
WHEREAS, the negotiations that resulted in the Stipulation initially included only PNM and one party in the rate case; and
WHEREAS, PNM later invited other parties to participate in the negotiations but did not include all stakeholders in the rate case; and
WHEREAS, given the on-again, off-again negotiations with few participants, the negotiations and resulting Stipulation were not resolved until nine months after PNM made its initial request for a 20% rate increase.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
That the City Council urges the PRC to adopt rules and regulations that encourage the early participation of all stakeholders in any future PNM rate proceedings.
