RELATING TO CAPITAL PROJECTS; CREATING A TRAFFIC AND PEDESTRIAN SAFETY PROJECT ON RAINBOW BOULEVARD AND UNIVERSE BOULEVARD WITHIN THE TRANSPORTATION INFRASTRUCTURE TAX FUND 340; DIRECTING THE ADMINISTRATION TO MAKE LIGHTING, SAFETY AND STREET IMPROVEMENTS; APPROPRIATING AND DESIGNATING FUNDS IN THE TRANSPORTATION INFRASTRUCTURE TAX FUND 340.
WHEREAS, adjacent to Rainbow Boulevard between Universe Boulevard and Paseo Del Norte the Tierra Antigua Elementary School and the Tony Hillerman Middle School have recently opened their doors, and Volcano Vista High School is now fully open to grades, 9th through 12th. The Albuquerque Public Schools have also opened a Sports Complex behind Tony Hillerman Middle School; and
WHEREAS, these facilities generate a significant volume of pedestrian and automotive traffic to both Rainbow and Universe Boulevards including hundreds of student pedestrian crossings where there are few, if any, pedestrian safety improvements. The motor vehicle traffic to and from the high school includes not only bus and parental traffic, but also a large number of young and inexperienced drivers, which has resulted in traffic delays and traffic safety issues on both Rainbow and Universe where these student drivers must enter and exit Volcano Vista High School at non-signalized intersections on Universe Boulevard.
