CREATING AN UNSER CROSSING OFFSITE IMPROVEMENTS PROJECT IN THE CAPITAL ACQUISITION FUND 305; PROVIDING FUNDING FOR CERTAIN ROADWAY IMPROVEMENTS ADJACENT TO UNSER CROSSING.
WHEREAS, the area known as Unser Crossing, an area bounded by Unser Boulevard on the east, Central Avenue on the north, 86th Street on the west, and Bridge Boulevard on the south is designated as a "Community Activity Center" in the Albuquerque/Bernalillo County Comprehensive Plan and as the  "Central Unser Community Center" in the West Side Strategic Plan; and
      WHEREAS, Policy  II-B-5-i of the Comprehensive Plan for Developed Urban Areas states " Employment and service users shall be located to complement residential areas and shall be sited to minimize adverse effects of noise, lighting, pollution, and traffic on residential environments"; and
      WHEREAS, the City of Albuquerque adopted Resolution R-01-278 amending the West Side Strategic Plan to promote development of Neighborhood and Community Activity Centers to include design regulations for activity centers; and
      WHEREAS, Recommendation "1" of the West Side Strategic Plan for the Central Unser Community Center states that "infrastructure in the area should be completed to accommodate commercial and higher density residential development"; and
      WHEREAS, the land use planning and development that has occurred at the Unser Community Activity Center is consistent with City Policy including;
1. The activity center is adjacent to affordable single family housing and high density multi-family housing (financed through federal tax incentives).
2. The activity center is located within a mile of employment centers.
3. Development of commercial uses is proposed at the intersection of Central and Unser and will include a mix of, major retail, junior anchors, general retail and office space; and
      WHEREAS, the City of Albuquerque and the State of New Mexico currently have a number of projects underway in the vicinity of the intersection including:
1. The State of New Mexico in partnership with the City of Albuquerque is currently expanding Unser Boulevard to its full planned cross-section from Central Avenue to Sage Road.
2. The City will soon construct an area identity monument to be located at the intersection of Central and Unser,
3. The City is developing a West Mesa transit station at the northwest corner of the Central and Unser.
4. The State has designated funding for landscaping medians on Central between Coors Boulevard and Unser Boulevard; and
WHEREAS, the construction of projects to correct road deficiencies is one of the purposes specifically stated in the Transportation Infrastructure Tax legislation, so long as correcting those deficiencies comports with adopted city policies regarding urban development; and
      WHEREAS, development of transportation infrastructure for the Unser Crossing Project is consistent with City policy and will further the benefits that will be created by improvements already occurring in the Unser and Central Area.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
      Section 1.  That the following appropriation of Transportation Infrastructure Tax is made in the Capital Acquisition Fund (305) as shown below:

            Unser Crossing Offsite Improvements -                                           Transportation Infrastructure Tax            $1,800,000
      The scope of this project is to provide funding for certain offsite improvements in the right-of-way adjacent to or near Unser Crossing, including the design, construction, installation, equipping or modification of curbs and gutters, traffic signals, bike lanes, traffic lanes, pedestrian crossings and refuges, and pavement extensions, with an emphasis on providing better pedestrian access, calming traffic, and accommodating transit.
