CREATING AN UNSER CROSSING OFFSITE IMPROVEMENTS PROJECT IN THE CAPITAL ACQUISITION FUND 305; PROVIDING FUNDING FOR CERTAIN ROADWAY IMPROVEMENTS ADJACENT TO UNSER CROSSING.
WHEREAS, the area known as Unser Crossing, an area bounded by Unser Boulevard on the east, Central Avenue on the north, 86th Street on the west, and Bridge Boulevard on the south is designated as a “Community Activity Center” in the Albuquerque/Bernalillo County Comprehensive Plan and as the “Central Unser Community Center” in the West Side Strategic Plan; and
WHEREAS, Policy II-B-5-i of the Comprehensive Plan for Developed Urban Areas states " Employment and service users shall be located to complement residential areas and shall be sited to minimize adverse effects of noise, lighting, pollution, and traffic on residential environments"; and
WHEREAS, the City of Albuquerque adopted Resolution R-01-278 amending the West Side Strategic Plan to promote development of Neighborhood and Community Activity Centers to include design regulations for activity centers; and
WHEREAS, Recommendation "1" of the West Side Strategic Plan for the Central Unser Community Center states that "infrastructure in the area should be completed to accommodate commercial and higher density residential development"; and
WHEREAS, the land use planning and development that has occurred at the Unser Community Activity Center is consistent with City Policy including;
1. The activity center is adjacent to affordable single family housing and high density multi-family housing (financed through federal tax incentives)....
