Providing Additional Funding For The Renovation Of Fire Station 2; Making An Appropriation From The Photo Enforcement Fund 288 To Provide Funding For The Project.

WHEREAS, the City Council, in F/S R-07-344, created the Photo Enforcement Fund 288 and appropriated up to $5.1 million in excess revenue from the Safe Traffic Operations Program from prior fiscal years to the fund; and
WHEREAS, F/S R-07-344 provided that the money deposited into Fund 288 was to be used for “non-recurring public safety expenditures”; and
WHEREAS, the FY/09 proposed budget estimates that the available fund balance in Photo Enforcement Fund 288 at the end of Fiscal year 2009 - after paying for the costs of the Redflex contract, the costs of the Administrative Hearing Office and APD staff, and a remittance to the State - will be $8,078,000; and
WHEREAS, Fire Station 2 is one of the oldest and busiest fire stations in the City, and, as such, is in dire need of significant renovations and improvements; and
WHEREAS, Fire Station 2 has been provided a total of $1,542,000 in funding from different sources - $488,000 was set aside in the 2003 G.O. Bond program, $858,000 was set aside in the 2007 G.O. Bond program, and $196,000 was set aside from Public Safety Quarter Cent Tax; and
WHEREAS, Fire Station 2 renovations have been on the drawing board for more than five years, and the cost of the project has increased over that time period; and
WHEREAS, further delays will no doubt result in additional increases in the cost of the renovations; and
WHEREAS, Public Safety Objective 3 in R-08-64, as amended, calls for construction to begin on Phase I of the renovation by the second quarter of FY/09; and
