Adopting The 2009 Neighborhood Stabilization Plan Incorporated Into The State of New Mexico's 2009 Action Plan Substantial Amendment For The U.S. Department of Housing and Urban Development Neighborhood Stabilization Program For The Expenditure of Neighborhood Stabilization Program (NSP) Funds and Providing An Appropriation To The Department of Family and Community Services (Garduño, Benton)

ADOPTING THE 2009 NEIGHBORHOOD STABILIZATION PLAN INCORPORATED INTO THE STATE OF NEW MEXICO'S 2009 ACTION PLAN SUBSTANTIAL AMENDMENT FOR THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT NEIGHBORHOOD STABILIZATION PROGRAM FOR THE EXPENDITURE OF NEIGHBORHOOD STABILIZATION PROGRAM (NSP) FUNDS AND PROVIDING AN APPROPRIATION TO THE DEPARTMENT OF FAMILY AND COMMUNITY SERVICES.
WHEREAS, The State of New Mexico ("State") has been designated by the U. S. Department of Housing and Urban Development ("HUD") to receive $19.6 million for the Neighborhood Stabilization Program ("NSP") provided through HUD's Community Development (CDBG) Program as authorized by the U.S. Housing and Economic Recovery Act of 2008 (HERA); and
WHEREAS, the Department of Family and Community Services submitted a Neighborhood Stabilization Plan with a funding request to the State which was incorporated in the State Action Plan; and
WHEREAS, the State NSP Plan has been approved by the Department of HUD; and
WHEREAS, the State NSP Plan allocates the amount of $7,000,000 for the City's NSP.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the 2009 NSP Plan incorporated into the State of New Mexico's 2009 Action Plan Substantial Amendment for the U.S. Department of Housing and Urban Development Neighborhood Stabilization Program included as "Attachment A" is hereby adopted.
Section 2. That upon notification of a grant award by the State of New Mexico, the Mayor is authorized to enter into a grant agreement and take all necessary and appropriate steps to implement the grant program.
Section 3. That upon award of the grant by the State of New Mexico, funds in the amount of seven million dollars ($7,000,000) are hereby appropriated to the Neighborhood Stabilization Program Community Development Fund 205 for Program Year 2009. Of this amount, four hundred ninety thousand dollars ($490,000) is for program administration, of which $23,827 are for indirect costs.
