RELATING TO CAPITAL PROJECTS; EXPANDING THE SCOPE OF THE 2007 OPEN SPACE LAND ACQUISITION PROJECT, ACTIVITY #7354180, TO SET ASIDE $400,000 FOR THE ACQUISITION OF OPEN SPACE IN THE TIJERAS ARROYO.
WHEREAS, the City's Open Space program has acquired over 28,000 acres of open space since its inception; and
WHEREAS, these lands are managed to conserve natural and archaeological resources, protect wildlife habitat, provide opportunities for outdoor education, provide a place for recreation, and define the edges of the urban environment; and
WHEREAS, the Tijeras Arroyo is the largest arroyo in the metropolitan area, draining over 80 square miles and has a 100-year-storm capacity two-thirds that of the Rio Grande; and
WHEREAS, the Tijeras Arroyo should be maintained in its natural state and can function as an uninterrupted passage for wildlife from the mountains to the Rio Grande River; and
WHEREAS, in the 2007 Capital Implementation Program of the City funding in the amount of $5,500,000 was appropriated for open space land acquisition such as this; and
WHEREAS, the opportunity currently exists to leverage City open space dollars with funds provided by the Trust for Public Lands so as to purchase approximately 45 acres in the Tijeras Arroyo east of Winterwood Way.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the following project scope is hereby changed as indicated.

The scope of this project is expanded to provide that up to $400,000 of this amount shall be used for the acquisition of approximately 45 acres in the Tijeras Arroyo for use as open space.
